In A War For The Soul Of America: A History Of The Culture Wars historian Andrew Hartman presents a synthesis of the ideological conflicts that have been a permanent feature of the American political scene since the 1960s. Hartman’s work is largely written as a riposte to the idea that the primary feature of the culture wars was their use as a distraction for the American electorate. Hartman refutes the argument put forth by Thomas Frank’s 2005 book What’s The Matter With Kansas that “religious conservatives often voted against their own economic interests due to their illogical obsession with the culture wars, to which Republican politicians cynically lent rhetorical support as they attend to more important matters, such as rewriting the tax codes in favor of the rich” (Hartman 2). Rather than framing the culture wars as a means for the Republican party to swindle the “rubes”, Hartman argues that the culture wars are the latest, and perhaps fiercest, episode in the debate about the idea of America that has not abated since the founding of the nation. Hartman uses the 1960s as the primary background for the origin of the culture wars, framing the battles as those between groups that embraced or accepted the views of a “new America” put forth in that decade and the forces who viewed the changes to American society with dread and longing for the past. Conservatives, according to Hartman, are battling to a return of the “golden age” of American values dominant in the 1950s while liberals take their view of America through the eyes of those who fought for changes to the norm during the 1960s. Hartman’s book can be roughly divided into three sections: the liberal and conservative experiences of the 1960s, the shifts along racial, religious, and gendered fault lines during this period, and the academic and popular culture legacies of these new paradigms. The culture wars, in Hartman’s view, are far from a sideshow. Both sides were fighting over what they believed was nothing less than the meaning and promise of America.

In examining the role of the new left during the 1960s, Hartman largely defends the argument put forth by Van Gosse and Richard Moser in The World the Sixties Made that the new left did fundamentally change American society. A mixture of youth and relative wealth, coupled with the crucibles of the Civil Rights Movement and Vietnam War animated leftist activists in a nearly unprecedented way in American society (11). The development of a counterculture opposed to the normative rationalistic American culture paved the way for identity based political movements focused on ethnic/racial, sexual, religious, and gendered liberation. For the conservative response, Hartman follows the works of Lionel Trilling, Corey Robin’s The Reactionary Mind: Conservatism from Edmund Burke to Sarah Palin, and Justin Vaisse’s Neoconservatism: The Biography of a Movement. The changes espoused by the new left threatened the very fabric of American society, centered around god and family. The fact that many leading neoconservatives where former leftists like Norman Podhoretz, Daniel Patrick Moynihan, and Irving Kristol is used by Hartman to highlight a main fear that the new left was “dangerously anti capitalistic” and would take liberalism to communist conclusion (p. 66). With the battle lines drawn, Hartman follows with an examination of the three main arenas of conflict in the culture wars: religion, race, and gender.

Irving Kristol’s 1976 essay “What Is a Neoconservative?”, particularly its assertion that neoconservatives are generally “…respectful of of traditional values and institutions,” is used to examine perhaps the most traditional institution of all: religion (quoted in Hartman 70). While noting that many leading neoconservatives where not extremely religious (most were Jews who experienced Judaism through its culture rather than through scripture), Hartman goes beyond the idea that the religious component of the culture wars was merely an effective tool to mobilize the masses by focusing on the effects of cultural changes among white evangelicals (p. 70). The increase in secularism in the public sphere, whether the Supreme Court decision Engel v. Vitale in 1962 rendering prayer in public schools unconstitutional or the expanding welfare state sublimating the role of the traditional family, the changes of the sixties were nothing short of apocalyptic to millions of conservative Christians. The subsequent decade brought even greater upheaval with the Roe v. Wade decision, the gay rights movement, and the fight over ratification of the Equal Rights Amendment. Hartman posits that the Christian Right is the demographic bedrock of the conservative side of the culture wars, thus explaining the sustained vitriol in political discourse as similar to a religious war between unreconcilable faiths (p. 101). The racial component discussed by Hartman is also used to demonstrate were an immovable force meets and unstoppable object.

Far from creating a post-racial society, the successes of the Civil Rights and Voting Rights Acts of the mid-sixties led to greater focus even more contentious racial fissures. Bell Curves and busing, Afrocentrism and white flight, the color line stubbornly refused to be erased by the actions of the new left. Hartman locates race in the culture wars in the larger context of conservatives espousing a universal concept of the individual pitted against the cultural relativism of the new left (p. 113). As the struggle towards ending the dejure segregation of Jim Crow morphed into ensuring equality in the nebulous realms of employment, conservative opposition to Affirmative Action found a place within the framework of the culture wars. Likewise, new left scholars advocating Afrocentrism or other ethnic and racial viewpoints as a lens towards America’s past and present constituted a direct threat to the national identity of a universal just America within the neoconservative context. Hartman returns to this conflict towards the end of his book when discussing the battles within Academia over whether or not a “traditional” Western Civilization course should be required among undergraduate students. While race has played a large role in the culture wars, the women’s liberation movement and subsequent re-examinations of gender has been perhaps the most contentious aspect of the culture wars.

“Feminism was arguably the most successful sixties movement. In addition to its achievements in upsetting oppressive gender norms, the movement chalked up several concrete political victories” (p. 137). Hartman cites changes to domestic violence laws and the establishment of rape shield laws in several states during the 1970s as two hugely impactful and largely non-controversial gains made by feminist activism (p. 137). While these moves towards equality and inclusiveness did not largely upset normative family structures, feminism and gay rights activism was largely seen by the right as nothing less than an all out assault on the family, the fundamental base of the neoconservative view of society. Like with racial issues, feminism moved from a focus on achieving equality during the 1960s to the “difference feminism” of the late seventies and early eighties (p. 137). The furor over the legalization of abortion is worked into this context, as many feminists saw the virulent opposition to abortion to be less about the sanctity of life and more about the outrage that women would have the option to abdicate their traditional roles as mothers (p. 150). Similarly, the gay rights movement of the 1970s was seen as an attempt by the right to abolish traditional masculinity and usher in an age of depravity. Hartman uses this context to frame the Reagan administrations scandalously slow response to the AIDS epidemic. The last section of Hartman’s book looks at the popular and academic culture at the heart of the culture wars.

The arts and academia are often flash points in the culture wars. The seventies and eighties saw conservative activists furious over artists such as Robert Mapplethorpe and Andres Serrano receiving funds from the National Endowment of the Arts (NEA) to produce works which were viewed as debasing Christianity and normative American morals (p. 190-1). These outrages in high culture followed the “new Hollywood” of the sixties which tended to highlight controversial issues and impugn traditional sensibilities. Hartman joins these strands together in chronicling the reaction over Martin Scorsese’s 1986 film The Last Temptation of Christ, which led to large scale attempts to prevent the film from being made, and failing this, preventing it from being distributed (p. 185-7). Academia and the public school is the last issue Hartman focuses on, showing how the culture wars were not only fought over the direction of America’s present and future, but also its past.

“For conservatives, history would redeem the nation from all that had gone wrong since the sixties” (p. 254). Hartman credits Howard Zinn for doing “…more than any single individual to popularize a leftist version of American history…” (p. 254). While social historians of the left put emphasis on the voices neglected by traditional history and that the oppressed had agency, right wing historians accused the social historians of bias and having an “exaggerated present-mindedness” (p. 254-5). Beginning in the 1990s and continuing through the present, the attempts to create a set of national historical standards and education reform movements such as No Child Left Behind and Race to the Top have put the historical curriculum on the front lines of the culture wars, ensuring that future generations will be fighting the culture wars into the future.

The War For The Soul of America provides a valuable comprehensive overview of the actors, issues, and events of the culture wars. Far from a distracting sideshow, the culture wars are viscerally felt across the nation. Hartman is an elegant synthesizer of the numerous viewpoints and ideologies on both sides of the cultural divide. One glaring omission from his text is scant mention of the Vietnam War and the subsequent cynicism in government engendered by the war and its aftermath. The culture wars have shaped the political present, and rumors of their demise as millennials have a greater and greater impact on the electorate have thus far proved to be premature. By providing a framework to understanding their genesis, evolution, and impact, Hartman’s work on the culture wars is valuable work for anyone trying to break through the divisiveness of modern politics.
